Performances evaluation results

Just wanna ask somebody opinion on this. I have a co employee in our company. Normaly we have this evaluation report yearly . His boss send a two email. Yung boss nya may balak cguro. nag send ng email ng result ng evaluation nya na may e signature nya (2nd email attachment). Where as the 1st wala pa signature. Can this be a ground for perjury? Salamat sa sasagot.
